Police Restraint ‘Contributed to’ Man’s Death

On 8 March 2016 it was reported that an inquest had concluded into the death of Philmore Mills.  Mr Mills died on 27 December 2011 in Hospital after being handcuffed on the floor by Officers from Thames Valley Police.

The inquest was told that in the early hours of 27 December 2011 Mr Mills approached Nurses not wearing his oxygen mask and began suddenly screaming.  The Police were called.  It was stated they “had no verbal communication” with the Nurses resulting in Officers restraining Mr Mills on the floor and handcuffing him at which point he became unresponsive.  He died despite attempts to resuscitate him.

Mr Mills was suffering from hypoxia – a severe oxygen deficiency – causing him to be aggressive.  The Coroner stated the Police should be reminded that a “take down” can result in death.  Thames Valley Police said it would review the verdict from the Coroner’s Court to “ensure that Officers receive the best training”.
